ASF demands streamlining of ILP system to check crime

ITANAGAR, Jan 05: The Arunachal Students Federation (ASF) has suggested the Capital Complex Deputy Commissioner to streamline the Inner Line Permit (ILP) system by replacing the existing ILP books with Swipe Identity Card (SIC).

This SIC, if introduced, will not only help Police to monitor increasing crimes rate easily but also help trace all fake ILP holders, ASF said in its letter to the Deputy Commissioner.  “We appeal to the State Government to change the ILP book system to Swipe Identity Card and allow persons to enter into the state only after their ID cards got swiped. Through this process the state police can easily monitor the Increasing crime rate and fake ILP holders as well,” the ASF said.

“Besides, instruction should be given to the owners of all rent houses to collect details of their tenants, including name, identity proof and pass-port size photo etc, and submit the same to the authorities concerned. This will help police to trace persons who flee the state after committing crimes,” ASF said.

Two line pass house with round-the-clock monitoring system in three check gates, namely Bandardewa, Holongi and Gumto should be introduced to checking swipe Identity cards. CCTV cameras should also be installed with proper lighting system in those check gates, it said.

Drug addiction a pan arunachal malady: Who will bell the cat?

Denhang Bosai

The benevolent creator created this beautiful earth for all the living creatures to live in peace and happiness. He took care of every minute detail to ensure that this beautiful world remained beautiful, free from the obnoxious smoke of hatred, jealousy, greed and all such things that might potentially ruin the wonderful and flawless creations of the great creator. But paradoxically, man being man, this beautiful earth is going to be destroyed by man and not by any other forces thanks to his insatiable greed, follies and fallacies. The contraband drugs like opium, brown sugar, cocaine, heroin, cannabis, grass, LSD and what have you, had not been created by the great creator but by man. Today, these dangerous and life-threatening drugs are spreading like a wildfire across the globe. Sadly, this dangerous trend of drug abuse has reached Arunachal Pradesh in a big way and many youth are already in grip of it to the extent that today, the situation is indeed grim, to say the least. However, the saddest part is that in Arunachal Pradesh drug is made to be known synonymous with opium only which is far from the truth. Many youth in many places of our hitherto drug-free state are today no longer interested in opium. They need a stronger kick for which they have started taking brown sugar and other costly and dangerous addictive substances. The infamous opium cultivation and addiction is concentrated not only in Tirap, Changlang, Longding, Lohit, Anjaw, Upper Siang etc but drug addiction [other than opium] is spread across the state. All the major towns including the non-descript and obscure small towns have been affected. This is a sure recipe for a major disaster. The people in our state tend to talk of only opium and not about the real threat; the other dangerous drugs run by syndicates and organized mafias. As a matter of fact, opium only renders the user dull and inactive whereas drugs like brown sugar make the addicts violent and are bought at exorbitant prices. They also pose more dangers to the life of the addicts.

During the erstwhile NEFA days, opium used to be distributed to the tribal people in undivided Tirap district by the frontier administration through the Political Assistants and Political Interpreters ostensibly to tame the ferocious tribesmen who always carried weapons the moment they stepped out of their huts. The administration was successful in a way because after taking opium the people became mild and non-violent. However, in the distant past, the Noctes of Tirap district used opium more as a medicine. I remember my father lovingly asking me to have puff or two or giving me a thread of opium-stained cloth to chew during festivals to stabilize my stomach ache or any tummy problem. Only a few people got seriously addicted to opium and the youth always stayed away from it. Let us not depend on the administration and the Narcotics Control Bureau of India to do away with this malady.

The mindset of the tribal people will have to change first and tackle the problem themselves. The administration can only help. The Fathers, Pastors, missionaries of different Churches, the Mullahs, the Pundits and all the religious preachers must pitch in their services to address the problem instead of giving sermons endlessly about the unknown and unseen God and the mysterious life after death. The society must also wake up to the reality and make an honest effort to fight the menace tooth and nail before it is too late. But today, the scenario in our state has changed for the worse. In the past we used to hear about the Golden Triangle that was infamous for drugs and arms trafficking. It was known as a dreaded place. However, to our great chagrin and utter dismay, today, all the towns, big and small in Arunachal Pradesh have become mini 'Golden Triangles.' The youth are merrily using the drugs and the suppliers or the traffickers are roaming scot-free. As our youth are drugged for good, the drug traffickers are laughing all the way to the banks. People say that some security forces are involved in this abominable drugs racket. Who will substantiate and ascertain this serious allegation? If indeed some security personnel are involved then why are they not traced out and taken action?

In Tirap and Longding districts, there are scores of IRBN jawans who are addicted to opium. These addicts should be identified and transferred out to save them from certain ruins. The situation has become so pronounced and grim that only Police will not be able to check the burgeoning menace. Special squads should be invariably constituted to check and monitor the spread of the great malady threatening the lives of the youth. The vulnerable places like schools, colleges, hostels, lonely places like river banks, street corners, etc should be kept under the scanner of the 'special squad.' In Tirap-Changlang-Longding most of the ultras take drugs. But the real traffickers are yet to be identified. Even the route through which the drugs make their way to places like Khonsa, Deomali, Longding etc are yet to be identified.

In fact, no one had so far made an attempt to find out the truth. Everybody is sitting pretty thinking that all is hunky-dory and that all is well as the youth are drugged and ruined. I am afraid the society will wake up only when the situation is too late or when it is ruined beyond repair. It's sickening, to say the least that nobody seems to be bothered by the dangerous scenario and some people only talk about opium addiction blissfully skirting the larger issue; the youth getting addicted to brown sugar, grass and other contraband drugs. We all are aware that the effect of drugs is indescribable. The users lose sense and are in a different plane. I reckon most of the car and bike accidents are due to excessive use of drugs or alcohol. Look at some bikers on the busy road of Naharlagun-Itanagar.  Look how they virtually fly. No normal person will put his and other's life to such a risk. They say a drug addict becomes a virtual slave of the substance he consumes.

It is rather intriguing to see some people who pretend to think that they are here in this world for ever. They don't realize the bitter truth that we are only temporary guests in this beautiful world. This life is a transitory flower and not a static object. The beautiful flowers that bloom to make us happy wither soon. The soothing calls of the lovely birds are but momentary. I have and will never believe in the existence of heaven and hell. There can be no better heaven anywhere else than this wonderful Earth. The moment one crosses the Earth's atmosphere he finds that there is no air and water. So, how can anyone even survive? The time has come for all of us to accept the bitter truth that drug addiction among our youth is a reality and is not a myth. The onus is on all of us to arrest this menace. The drug addiction is affecting our potent force; the youth and this is happening at a time when we bank on our youth for a bright tomorrow. Someone has rightly said that 10% of our youth, especially in the interior places had never been to school. The 20% of our young people are addicted to alcohol, tobacco and other harmful substances.  About 10% of them are addicted to drugs and have virtually reached a point of no return. About 30% of our youth are school-drop-outs and are more of a burden than an asset to the society.  So, we are left with just 40% of youth from among whom we have to create sports persons, officers, politicians etc by providing them the required facilities and the logistic support to hone their skill and sharpen their intellect. No effort should be spared to ensure that this 40% of our young populace are kept away from drug addiction. Let us not run away from the truth. Most of my contemporaries who are in their 40s and 50s must realize that they are no longer young and that they have hardly 30 to 40 years to live. After having said that we want to leave behind a peaceful society, free from drug addiction and other menaces for our coming generations. It would be a great disservice to the posterity if we cannot check this dreaded drug malaise that can potentially destroy generations. Something needs to be done today and now. If we love our young people and our state then let us not live in a denial mode. Drug addiction is a reality and we all have to put in a collective effort to defeat it to save our state. KOMSING (PANGIN), Jan 05: Member of Parliament for East Arunachal constituency, Ninong Ering on Sunday unveiled 'Abor Tamte', a war memorial in recognition of an unsung hero of 4th Anglo-Abor (Po:ju Mimak) at historic Komsing village, about 85 km west from Pasighat in East Siang district. Speaking on the occasion at Komsing village, Ering said that the war memorial will be the symbol of bravery and sacrifice of the unsung heroes, who fought against the British emperor and live in hearts of the community forever. He feels that building of such monument will help in imbibing a moral sense among the youths to respect the martyrs.

MP Ering stated that he was taking all out efforts for development of surface communication link in the rough hilly area. He urged the villagers to approach their local MLA for placing need based scheme in the area.

Addressing the gathering on the occasion, MLA Kaling Moyong said that unveiling of the monument will instill a sense of national pride not only amongst members of the community but also for other communities. It will definitely facilitate the future generations and visitors to the State in knowing the valour, courage and bravery of the great sons of the soil, he opined.

Moyong requested the MP to move the central government for major road and bridge construction scheme in the inaccessible area.

Speaking on the occasion, MLA Tatung Jamoh assured the people for maintaining closer cooperation with the local leaders for developmental tasks.

On the occasion, a book consisting of biography of late Lunrung Tamuk, authored by Takeng Tamuk along with an audio CD was also released by the invited guests. The sword and other weapons with the helmet used by warrior Lunrung Tamuk for taking down Williamson was also displayed before the gathering.

The 'Pamuk Welfare Society' members dwelling in Adi belt and Komsing villagers spearheaded the day-long programme to pay tribute to their forefather Lunrung Tamuk, who actually assassinated British Political Officer Noel Williamson in 1911. The Anglo-Adi War was manifested into four wars namely, Bitbor Mimak (1858), Bongal Mimak (1859), Nijom Mimak (1894) and Poju Mimak (1911), during freedom movement of India.

Komsing village came into existence in early 18th century. Now, the villagers of Komsing village have fragmented into three parts namely- Lupong (Kumku), Bilum and Ka:ro villages.

The Poju Mimak (war) between the Abor Expeditionary force led by British Major-General Hamilton Bower and the fighters of Adis virtually came to an end with the burning down of Kebang village in December, 1911. The last Anglo-Adi war took place after Noel Williamson and his soldiers were murdered at Komsing village on March 31, 1911 by two Adi warriors- Lumrung Tamuk and Matmur Jamoh.

The Si-Donyi

Tameng Kamsar

Si-Donyi Festival of Tagins is celebrated every year from January 4th to 6th to appease different Gods and Goddesses, deities and spirits and to seek their blessings for welfare and prosperity of human being.

There is a popular belief among Tagins that if they (Gods) get angry with us then they might cause us harm and to our livelihoods as well. Entertainment, dance and various other activities are also part of the celebration. Sometimes, it is also called as agro-religious festival. It welcomes the New Year and the new agricultural season.

According to Tagin myths, “The universe at the beginning was a great emptiness. In course of time, an earth like element appeared in this emptiness which was known as “Kurium-Kulu.’ He created Riumching or Siching (the Earth), Riumdo or Nyido (the Sky), Doring Chijing, Donyi Polo and Takar.

At this stage, the Siching (the Earth) and the Nyido (the Sky) were together in liquid form. Chinge Yarin and Doge Tarin quarreled with each other. Doring Chijing feared that if both the Earth and the Sky remain together then there would be no space for others to live in. On this understanding, Earth and Sky (Riumching and Riumdo) have been separated from each other. After the separation, Chinge Yarin remained on Earth and Doge Tarin went up to the Sky. At the time of separation both Chinge Yarin and Doge Tarin had decided to observe social restriction (Irririnam) for solidification of both Siching and Nyido. Nyido was observing ten days restriction. In the meantime, Atu Pinchi (Bat) instigated Sichingane on the 5th day that Riumdo or Nyido was not observing the irri (arri), and this mischievous information broke the restriction on 5th day. As a result, the Earth failed to reach complete solidif-ication and that is why, it is believed, the human beings are still suffering from various natural calamities like Didar, Rachit, Dejak, (landslide, flood erosion etc). The sky reached the complete solidification because Riumdo or the Sky observed full ten days restriction (Arririnam).”

As per the practice, the selected priest conducts the traditional Pipi (Egg) Ro (Chicken liver) examination methods to know causes of human sufferings. Animals are sacrificed as a way of appeasing the gods by chanting hymns by the selected priest.

The Si-Donyi is not a festival in true sense rather it is a community worship of the creator SI (Earth) Donyi (the Sun) by offering prayer and sacrifice by pleasing the creator to seek blessings and protection from diseases, natural calamities, physical suffering for future prosperity. It may be called as religious festival.

Si-Donyi is combination of two words Si and Donyi meaning Earth and Sun.

According to Tagins, Si and Donyi are the two supreme spiritual authorities of this universe. They have full control over all other Gods and goddesses. The Destiny of man is controlled by them. It is believed nothing can happen on earth without their knowledge. Hence, Tagin believed that Si-Donyi’s pleasure is humanity’s happiness and displeasure is humanity’s sorrow.

Spend budgetary allocations evenly: PM to ministries

New Delhi, Jan 5: Prime Minister Narendra Modi today asked his Council of Ministers to ensure that the budgetary allocations for the respective ministries are spent evenly throughout the year and denounced the practice of utilising funds at the fag end of the financial year.

A month before the beginning of the budget session, Modi asked his ministers to get "out of the box" ideas from the common man through electronic means including web portals of various ministries so that they can be incorporated in the Union budget.

Addressing Cabinet Ministers and Ministers of States at his official residence, he made a presentation on e-books being prepared by various ministries and said transparency in governance should be achieved through e-means.

He also asked the Ministers to put the seven northeastern states as well as Sikkim on their map and asked them to spend "reasonable" duration of time in these states, Minister of State for Parliamentary Affairs Rajiv Pratap Rudy told reporters after the meeting.

The Prime Minister's officials made a presentation on e-books and web portals on which various ministries have already started work.

Modi emphasized that more and more ideas should be taken from the people and recalled that the "Swacch Bharat" tagline was also a result of such interactions with the common man.

He said ministries should work in such a fashion that their budgetary allocations are spread evenly throughout the year and said at least the government departments should not spend their allocations at the fag end of the financial year.

He said spending the allocations uniformly is the best way to ensure that ministries get the desired budgetary allocation in the next financial year.

This is the first meeting of the Council of Ministers chaired by Modi this year. He had been holding such meetings regularly with his ministerial colleagues after he assumed office in May last year. PTI

Step up the vigil

As per the report in local media yesterday around 45 people were arrested and later deported for not possessing valid inner line permits (ILP) in Sille-Oyan area under East Siang district. The police had set up check point at NH-52 in an effort to curb illegal entry to the state. A case has been registered under the   Bengal Eastern Frontier Regulations Act 1873 at Sile Oyan Police Station against the defaulters. East Siang district police deserves round of applause for carrying out the ILP drive at this juncture.

It is widely feared that due to the recent clash between Adivasi and Bodo communities at Assam, many citizens from neigbouring state are pouring inside Arunachal. While some of them may be genuine citizen fleeing their home to avoid being caught in the cross-fire, one cannot rule out the possibilities of anti-social elements entering state taking advantage of the situation. Especially concern authorities of Papum Pare, West Kameng, East Kameng and West Siang districts should also carry out similar drive like the one conducted by their East Siang counterpart. Government of Arunachal should issue necessary instruction in this regard. The anti-social elements from Assam should not be allowed to make Arunachal as their safe haven.

Baseless allegation

Dear Editor,

Through the column of your esteemed daily I would like to clarify regarding the news item published in your daily with the headline “Fuel Quality is not safe" written by one Tani Moyong on 1st January 2015 issue. As per our office record on 18-12-2014 Mr Moyong did not purchase any POL item from our Petrol Depot. His complaint lodged to SDO (Ruksin) and DC, East Siang on adulteration of fuels has got no merit. It is baseless and unfounded. It seems that the entire story is self cocked and without any valid evidences. Next day, on 19-12-2014 as per direction of DC a team of Distinct Food & Civil Supply officials inspected the Petrol Depot and checked the sample of stored items and found no adulterated POL items.

Yours,

Davish Panyang
